Buyer's Guide to Property Purchase

Buying property is one of life's most important decisions. This guide explains each stage of the process in Portugal, from defining criteria to completion.
1. Define Budget and Criteria
Before viewing properties, define your maximum budget (including IMT, stamp duty and completion costs) and essential criteria: area, type, size and features.
Obtain mortgage pre-approval to know exactly how much you can borrow.
Common criteria: transport links, schools, shops and parking.
2. Search and Viewings
Work with a real estate agent who knows your target area. In Odivelas and Loures, for example, knowing micro-locations makes a difference in price and quality of life.
During viewings, check: damp, noise, sun orientation, condition and condominium status.
Points to watch:
- Energy certificate
- Roof and plumbing condition
- Condominium debts
- Habitation licence
3. Offer and Promissory Contract
After finding the ideal property, submit a purchase offer. If accepted, sign the Promissory Purchase and Sale Contract (CPCV) with a deposit (typically 10-30%).
The CPCV defines price, deadlines, suspensive conditions (e.g. mortgage approval) and penalties for breach.
I always recommend review by a lawyer or solicitor before signing.
4. Mortgage
With CPCV signed, submit a mortgage application to the bank. Compare fixed, variable and mixed rate proposals.
Typical documents: tax returns, payslips, BdP liabilities map and bank property valuation.
Approval typically takes 2 to 4 weeks.
5. Completion and Handover
After mortgage approval and documentation verification, completion is scheduled at the notary or land registry. Taxes (IMT, stamp duty) are paid and ownership registered.
Final checklist:
- Water, electricity and gas meter readings
- Condominium proof
- Keys and documentation
- Multi-risk insurance (mandatory with mortgage)
Foreign Buyers
Foreign nationals can buy property in Portugal. They need a Portuguese NIF, bank account and identification documents. The process is identical, with possible power of attorney if not present at completion.
